Management Development for Headteachers, Subject Leaders and SENCos
Management
Development
Aim
The
aim of management development in Northumberland is to provide professional
leadership for schools which secures their success and improvement,
ensuring high quality education for all pupils and improved standards
of achievement. This will be achieved through improving the performance
of school management at all levels. Management development support
will help teachers and headteachers to exercise their responsibilities
more effectively.
Entitlement
Provision
of management support is aimed at all those teachers with a responsibility
for the work of other adults.
Relationship
to the National Standards
The
Teacher Training Agency has developed a national framework of professional
standards and qualifications for the teaching profession. This sets
out the knowledge, skills and attributes required to perform key
roles effectively and the expected outcomes in relation to pupils,
other staff, parents and the community. There are standards for:
- Headteachers
- Subject
leaders
- SENCO’s
Whilst
management development training and support in Northumberland will
be informed by and reflect the National Standards it will be complementary
to rather than in place of any national training offered.
Appraisal
The White Paper,
"Excellence in Schools", makes clear the intention to
review and amend existing arrangements for teacher and headteacher
appraisal in order to ensure they provide an effective check on
the quality of teacher performance. Key elements in these new arrangements
are likely to be:
- Classroom
observation
- An assessment
of the results achieved by pupils in a teacher’s care
- An annual
performance review linked to targets for enhanced pupil performance
When changes
to current arrangements are made Northumberland will respond by
providing school based and central training. In the meantime schools
will want to review their own current arrangements in the light
of the likely shift of emphasis.
Conferences
Conferences
will be held during the academic year 1999/2000 for headteachers
and senior staff. These conferences will be planned on a phase basis
by working groups made up of advisers and headteachers. There will
be charges for delegates attending with preferential rates for schools
in the SLA.
